Second PATA hard drive not detected in the BIOS?

The primary master hard drive is a 250gb Hitachi Deskstar SATA drive.

When I boot the PC, both the disks spin up just fine and it boots to Windows. The PATA to SATA card's LED turns on, so that's working. The BIOS takes a little longer to clear so obviously it's trying to recognise something, but in Windows the PATA drive doesn't show up in the device manager. It doesn't appear to show up in the BIOS either. Only the master drive does.

This is my first time installing a HDD so if someone could give some suggestions why it might not be working that'd be great.
