I need a personal installment loan, not PayDay loan which only find lenders who are not lenders?

I have bad credit, but can afford $250/mo. as I have benefits deposited each month. I need $2500 to clear up debts. Is this the right place to be asking or should I go elsewhere?

Legitimate lenders do not make unsecured loans to bad credit risks to pay debt.

    They just don't

Try Wonga or prosper.com. Don't hold your breath. And anyone offering you a loan online is probably a crook anyway.

So called "lenders" are really scam artists expecially if you find them on the web. You need to go to a licensed credit counselor and get some honest help and advice on how to consolidate those debts and reduce them so you can pay them off.

Why don't you just speak directly to the party you owe the debt and tell them you'll pay it down using the $250/month.
