I've called around to wineries to get mine. Many of them are willing to sell you their old barrels. I've gotten them for between $20-$50/barrel. Good luck!

They have a handful of cheap wine barrels from http://www.amazon.com/s/ref=sr_pg_2?rh=n%3A1055398...

I think there were some for under $60 which I think is pretty cheap. It also depends on the size of the barrel that you want as well. You can also try calling a local winery place and see if they have any lying around that they no longer use and see how much they are willing to sell it for. I think I would just think with online options.

Well, you're quite right. It's difficult to find $20 barrels nowadays because even used ones sell between $100 and $250 per unit. If you are willing to get it the hard way, you may ask old wineries who sell wine on line for their culled units - some of them might be willing to sell you a few. You may also visit ebay or amazon once in a while. There, you can get what you're looking with a stroke of luck.
If you can't find them, you may just choose to buy cheap, fine wine online. It's a bit easier and more flexible. You can find some at http://www.winemarket.com.au/

If he's looking to make wine in them, he'll never get them for $20. If he wants them for decoration, he could try asking local wineries for their old and unusable barrels.

I found a few good wine barrels for under $50 at: http://www.amazon.com/s/ref=sr_pg_2?rh=n%3A1055398...
Depending on the size that you want, price will vary. Another option is to call a local winery and ask if they have any used one that don't use anymore and see if you can buy it from them.
