In the UK, electricity is available at a reduced rate during "off-peak" hours (basically nighttime) to power storage heaters on a special circuit

I presume you ask about the hours when electricity is cheaper because of low demand. Check with your electricity supplier, since it may vary from company to company or even vary depending on what sort of tariff you are on. Have your latest bill with you when you call the company, so that they can check what tariff you are on.
