Is Fayetteville, Arkansas considered Southern?

Technically, Fayetteville is automatically in the South because it is in a Southern state. But is it a Southern city?

I know that areas immediately south of Fayetteville are ridiculously Southern. But what about the Fay itself?

Sure it is south of Mason/Dixon line. Right? Different parts of city have diverse cultures but primarily southern. Not necessarily "Red Neck".
