How does the state of Texas get money?
They have no income tax and a low sales tax. How does the state make any money for roads, schools, etc?

Sales tax funds most of the state functions. Roads are partly funded by taxes levied on fuels. The state only provides funding for teacher salaries and most school districts have to supplement the state contribution to get decent teachers, the rest of the money for schools is raised by property taxes paid to the local schools districts. In other words the state looks like it has low taxes but in reality they are just pushing the cost of government off onto the local governments.

For the state of Texas, sales tax and other taxes primarily make up the revenue side.
