Do people in France make Gumbo, Muffuletta, and PoBoy?
Why do people in New Orleans make those stuff for?

This "stuff" is not strictly french cusine. its what called creole. New Orleans has a wide variety ethnic backgrounds which are combined to create creole. They Probably make that stuff b/c it just happens to taste GREAT! The same reason anybody else cooks anything.

Mary pretty much gave you the proper answer. New Orleans was founded by the French in 1718, but was ceded to Spain in 1763 and went back to France in 1801. Two years later Napoleon sold it to the United States (the Louisiana purchase). Thereafter, the city grew rapidly with influxes of Americans, French, Creoles, Irish, Germans and Africans. Major commodity crops of sugar and cotton were cultivated with slave labor on large plantations outside the city All of these peoples contributed to the cuisines of New Orleans.
