What is the easiest way to obtain information about the owner of a motor vehicle by license number?

State of Texas-There used to be a telephone number to call where one could ask for owner information using a license plate number. I believe one had to misrepresent themselves as a member of law enforcement, and this was years ago.

Texas law provides that the agency MAY provide information to requestors for specific purposes. One must typically create a commercial requestor account with the department to have this information released. See section 730.007 of the Texas transportation code.
