According to its supporters, privatization restrains the need for tax increases to provide subsidies for government enterprises . Privatization has become the buzz word used by those who support a reduction in government services and an expansion of private sector business opportunity. The movement was ushered in by President Ronald Reagan, whose policy it was to carry out a revolution in the size and scope of the operations of government. During his administration , numerous federal programs were sold to private owners, and many more-such as the Federal Housing Authority(FHA), the Bonneville Dam, Dulles National Airport, and weather satellites-were proposed for sale but rejected by Congress. The philosophy of privatization won many supporters on the state and local levels of government as well as on the federal level and internationally.
