    Once you grasp the proper feeling of English, "passing" will be the logical choice. XD

    Any reason why, for Q#11, you prefer to use "passing" instead of "to pass"

    in my opinion, "to +V" carries the meaning that the action of V has NOT yet started. On the contrary, "V-ing" carries the meaning that the action of V has already started and on-going.

    With the above saying, since it is a REQUIREMENT for people wanting to drive. Logically, it might be better to use "To pass".
