First time drivers license. But over 18?

So I am 22. I plan on finally now getting my license. But I have had my permit for years. I however don't want to get insurance, because I don't actually plan on driving for some time. It's just to get it done now and have it out of the way. The car I would be taking the test in will be in my grandma's name or my aunts. So do I have to actually get driving insurance? Also. I live in Oregon if that helps.

    In your case you can take your test in a friends car as long as you have a licensed driver with you and the auto registration and car's insurance certificate is at hand.
