    ans: government can make decisions on how to spend the money

    2. State governments use taxes to fund which of the following?

    ans: highway construction .... (But they DO get a lot of federal aid for this, too)

    3. Which of the following is NOT a source of tax revenue of the federal government?

    ans: sales taxes (no federal sales taxes .... yet.)

    4. Which of the following is the biggest source of revenue for local governments?

    ans: property taxes
