Why would an atheist promote the hypothesis that a protoconciousness pervades the universe?

He believes in a protoconsiousness, not an all powerful god. There's a difference.

All atheists have in common is a lack of belief in claimed magical god-things.

Other than that, they're all individuals with their own ideas.

I find Penrose's rather silly, but he's of course free to have it.
