Do you mean the traffic directly across from you, or the traffic driving perpendicular to you?
If it's the traffic directly across from you, then yeah you can, but it's rude if there are lots of cars coming. I've seen cars trying to sneak right turns on red while the advanced green has come up on my side just before we start moving; these cars hold up the line, because the advanced green is supposed to make turning left easier, and take a lot less time. It's probably better to just wait, because they do have the right of way over you, and when turning right at a red light, you're supposed to be giving the right of way, and then only proceeding onwards when the way is clear!!!
Perpendicular traffic doesn't affect you, anyways, at least not in the situation you describe, so it doesn't matter. Turn right all you want, as long as you're not going to be hit by anything. :P Like, for instance, if one side has green light + advanced green, and they're currently driving on the road you want to turn into, then it's probably not the best idea to go, lol. But if it's just an advanced green and all other traffic has red lights, then go!
