How come the US FBI has not captured a man who killed a DC attorney in the early 90s?

Gianelli is a former college football player and stands over 6 feet 5 inches with a wide build, he was drafted into the US Army in 1967 and served in combat during the Vietnam war shortly after dropping out of college, Gianelli followed his uncles career-path and attended law school in the 1970s, he started practice with his uncle in 1980. Gianelli is of Italian descent and has connections to Italy, Croatia, North Africa, the Caribbean and Ireland.
