Does the president of the United States have complete access to all security clearance?
I'm not sure how to phrase the question. Can the president know everything that is top secret. Does he have the highest level of clearance. Are there things that even he is not allowed to know.
Does he have access to what we know about the Roswell Incident. Is he allowed to know exactly what goes on at Area 51? Is he privy to all the info we have about the Kennedy assassination?
Is security knowledge for the president on a "need to know" basis, or can he get curious and just know whatever he wants to know?

The answer is Maybe. According to this article, the president may request and receive any security clearance but not necessarily be given all information under that clearance. A need to know must exist.

The president absolutely has the right and ability to request and be given any classified information he or she request. The president has been given the power by the constitution as the commander and chief. The security clearance system is created by the office who the president appoints someone. Congress still has the right to stop the president by impeachment power this is what happened when Nixon tried to cover watergate by using the power of the office to direct people not to talk.

The answer is NO...
if my memory serves me right, there are another 12 to 14 levels of security clearance above President, and that give the government chance to deny any black-ops as long as it doesn't bust out or the President don't know...
come to think about it, the President of USA have the one and only "Need to Know" security clearance level... and who got the security clearance level to lay out what info they will give to the President and whats the info that the President DON'T need to know?

They will tell him about Roswell, but not the Stargate they keep under Cheyenne Mountain.
