Can internet slow down due to changes in utorrent settings?

Question

I was shaped yesterday (over download limit) so I changed some utorrent settings to make it faster. My internet quota reset today so I should be back at full speeds, however it is VERY slow, it still feels like 256kbps or even worse. Flash player wont even update because theres no 'valid connection'

Is this a result of utorrent settings? or does that have no effect. How can I reset the utorrent settings to what they were originally, I cant remember what they used too be (stupid of me i know)

It could affect your web browsing if it is using too much bandwidth or connections. To reset to original, exit uTorrent and delete the Application Data folder. To access the AppData folder go to %AppData%\uTorrent in search. 1st FAQ here
