What is the best photo editor on the web?

I need an expert type photo editor app for windows xp.I like those kinda apps having funny/stupid things to put on your pictures so anything that have the same topic and for an expert?

Photoshop is a great photo editor to use. If you're looking for a web editor try http://pixlr.com/editor/ It has the same user interface as Photoshop.

Gimp is by far the best, unless your on a mac!

GIMP - it's open-source, and comparable to Photoshop.
