How To Keep Programs Running When Locked on Windows 8?

Question

How can I lock my Windows 8 laptop yet have my programs still run? I've tried using the lock feature yet it still doesn't keep my programs running.... Is there a 3rd party program that can do this?

That's strange. All my programs stay running why it's locked. I had a download going then locked my PC. When I came back and signed in the download was completed.
