Would this be awkward to you? Please answer? It's short!?

Question

I've seen this guy many times before. In the past he would stare at me and act funny around me. Today, he came and sat by me and started talking (it was only 1 sentence). So while he was saying his sentence he looked me in the eye for a long time and looked down and back up(his head didn't move, only his eyes). I had looked away and he was still looking. Why? The sentence was weird and funny. We're 15.
