You do that when you choose a best answer but the points come from Yahoo not you.
Once your question has been posted for at least 1 hour, you can:
Choose the best answer (must have at least one answer): Click Choose as Best Answer under your chosen answer.
Rate it 1-5 stars, leave a comment, submit and it is done. Your question is considered "resolved" when a best answer is selected.
You get 3 points for choosing and the best answerer gets 10 points and 1additional for any thumbs up (total to 50)
Any level can choose best answer for a question they have asked and any level can vote on any questions in voting.
EDIT to correct wrong information.
The help pages say...............••• If one •••or more answers are collected, the Asker can either pick the best answer after 1 hour or extend the open period for four additional days to allow more time for answers to be posted.

Just wait 1 hour but not more than 4 days. Choose a Best Answer; the site gives the points for you.

Wait for at least an hour after you post, but less than 4 days, go to your question. There will be buttons labeled "Choose best Answer" under each answer. Click on one.
They don't show up until an hour has passed. After 4 days they vanish and the question goes into "Voting" status.

When you write up a question and list it and some one answers, you give the answer a thumbs up and then later or at the same time it will allow you to rate it as best explaining your question you have asked and you scale it with one or as many as 5 stars! Five stars awards the answer solver 10 points.
