Steve Ott just being himself. Halpern also played with Ott in Dallas if I remember correctly for about 2 years. The guy is hilarious and is just doing his job of throwing guys off their task.

The funnier part is that the NHL just partnered with the You Can Play project...

He might have just been licking his lips (in a non-sexual manner).

I also heard he blew a kiss at another player a few weeks ago. It's just how he aggravates people. It's pretty funny though.
