So, like basically what does it mean to become a YouTube Partner? What are the qualifications? I have 4 subscribers, and like 20 views in total on my account, am I eligible? Just wanted to know, thanks!

If you want to become a YouTube partner, you're going to need hundreds of thousands of views on your videos. Essentially--you have to be very popular. You have a long way to go.
