Non-state torture is the torture inflicted by "actor" who is not related to the "state" (governments of any level, including federal, states, municipalities, schools, or any organizations given, by laws, with certain authorities).
They are different in the way how the victim and the "actor" (the perpetrator) are related. "Abusers" usually use the dependency and the trust of the victims while the torturer may not.

(2) abuse:- To treat someone in a cruel and violent way.Cases of child abuse, physical, racial abuse,eg:-Many children suffer racial abuse at school.
---torture:-To deliberately hurt someone in order to force them to give you information, to punish them, to be cruel;eg:-Political opponents may be tortured in the country.
eg:-The waiting in court must be a torture for you !!
eg:-He died after 7 days of hurting torture.
eg:-Mary sat alone for hours at court, tortured by jealousy.
