Do postsynaptic neuron release a neurotransmitter like ACH to cause the effector to move?

I'm confused about this

my teacher says every synaptic space you need a neurotransmitter, but she didnt really say in class about the space between the motor neuron and effector, i'm not sure if she is just assuming we know

That space is also a synapse, so YES a neurotransmitter is required there, too.
