Multiply mm by .03937 is sufficiently accurate enough for most purposes, but there is no exact conversion figure.
Best plan is to go fully metric, like most of the world. No conversions necessary.

Rainfall is measured in linear models like inches, mm, and so forth. We do not use volume reminiscent of ml, and i've by no means heard of "aspects" to measure rainfall. To transform between mm and inches, simply keep in mind that 1 inch equals 25.4 mm.

Simple conversion: 1 meter = 39.37 inches
1 mm = .03937 inches
Example: 10 mm = .3937 inches
100 mm = 3.937 inches
