How do I get my ATF type 54 Permit?

I am looking to put on a show for my town, in Washington State. But I have no idea what the requirements are for the permit. If someone could explain a few requirements and processes for the permit, like age, background checks, fees, interviews. It would be greatly apriciated. Thanks!
