A blender doesn't make juice. A juicer makes juice. In order to make juice, the juicer squeezes or grinds up the fruits and veggies and then strains out much of the pulp. Blenders don't strain the pulp.
With a blender, you can make green smoothies - fruits, veggies, and maybe a little water, blended up into a thick, healthy shake-like texture. The simplest smoothie recipe: one ripe banana, an orange, a couple handfuls of spinach or kale, and a splash of water, all blended up until smooth and lovely.
Bananas work great in smoothies, because they have a creamy consistency and they are sweet. They don't work at all in juices, because they are so pulpy they don't really go through the juicer well.
The best blenders are more expensive than your budget, but if you are only looking to make smoothies and simple blended soups, you can choose almost any blender. As long as you spend at least $30 and hunt for a good sale, you will find a blender that will do the job.
Cuisinart and Oster make perfectly fine blenders you can find at most department stores. Magic Bullet is a very popular brand that is smaller and many people like it for sauces or smaller batches of smoothies.
