If you haven't ever heard of Hugo Chavez it says more about yourself than you think, amongst others that you either never follow the news and/or that you have a very limited level of education. Even if this is the case you could have simply typed his name in Wikipedia and you would have found all the information you needed about this gentleman.
First of all, Hugo Chavez is not a dictator. He's the current President of Venezuela, having held that position since 1999. He was democratically elected on 7 October 2012 when he won his country's presidential election for a fourth time, defeating Henrique Capriles, and was elected for another six-year term.
People don't like him much because he's a prominent adversary of the United States' foreign policy and because he alleys himself strongly with the Communist governments of Fidel and then Raúl Castro in Cuba and the Socialist governments of Evo Morales in Bolivia, Rafael Correa in Ecuador and Daniel Ortega in Nicaragua.
He hasn't died, but he is seriously ill, suffering from cancer. On 1 March 2013, Venezuelan vice president Nicolas Maduro reported that Chávez was in "good spirits", although fighting for his life.
