Proverb limiting innate development of children?

Doesn't proverb "Curiosity killed the cat" have a negative effect on learning abilites of a child when it is told it should not be too curious, therefore it should not desire to learn new things and gain experience? Shouldn't there be a law prohibiting usage of this saying as harmful to the healthy development of a human being?

    Yes there shall be a law prohibiting usage of this

    saying as harmful to the healthy development of a human beings but these proverbs are an essential part of our life and our children learn and hear about it from very beginning. So these shall not have negative affect on our children.
