Expensive or not depend on what you compare to. Compare to Oslo; very much cheaper, compare to Eastern Europe, expensive.
Finding an apartment if you are planning to rent is next to impossible, unless you are open to living on the outskirts, like Angered, Kortedala, it is far from midtown, but pretty good public transportation. There is a lot to do, and it is close to the continent, a couple of hours on a ferry boat and you are in Denmark, there are also cheap ferry transportation to England. I lived in Majorna, pretty close to downtown and a nice artsy neighborhood, close to harbor and walking distance to all the cool places, but if you want to live there you might have to consider buying a condo and that is not cheap. Slottskogen (a big park) is located very central and is the lungs of Gothenbourg, really nice and pretty. I also lived in the outskirts, and it is poorer, less nice and I would not chose that again, rather pay a little more and get as close to Downtown as possible.
Don't know what it would be like to be a exchange student, but as all big cities in Sweden it has a large non european population so it is probably easy to fit in. There is a lot of things going on that are super cool, film festivals (small, not a lot of celebrities) and "kulturnatta" every year has a lot of culture events from early evening all through the night all over town.
Restaurants are very international, since there are so many immigrants there is a lot of interesting food. Traditional Swedish food is often percieved as boring by people from places with more spicy food, but you can find whatever you like almost.
The weather is awful. But you get used to it. I hated it though, it rains more than anything, and there is no real winter most winters (and when it is, you will not be able to get anywhere, there is no preparation for any kind of blizzards). The coast and the beaches are Beautiful. You have both traditional beaches and rocky dramatic nature. There are also a few lakes and people swim there too. If you have a sunny day you can visit the islands just outside the city, very rural and totally relaxing.
People in Gothenburg are friendly and open minded, you will like the people. It is very welcoming.
