In a simple and brief way, "tickle the pickle" means " whatever makes you happy". Another way to say it is "whatever creams your Twinkie". "Twinkie" is one serve cake filled with cream.
Why uses "pickle". I will not get into that! You can do research on internet and find it out yourself.

Sometimes people use it for:
"whatever you want", or
"do what you do".
However, in my opinion "whatever makes you happy" is the most common way.

There is NO stupid question! What is stupid is never ask never know. This kind of phrase is hard for people who learn English from textbook or in class. You learn it from NCIS, that is good. You will also learn quite a few others, if you can continue watching.

NCIS program has some humorous dialogues, it is good to get a feeling about English.

There are about half of the population on Earth do not have "pickle" to tickle.
Those Navy guys have nothing to do on boat but to tickle some pickles.
