This is called 'time-slice'. It was most famously used in the Matrix films. Another notable use on English television was in the early episodes of the BBC series Hustle.
Unlike most special effects, this one is done almost entirely in-camera (it requires very little editing). It is also very easy, but it does require a lot of money. You need as many identical cameras, lenses and tripods as possible. Maybe 10-20 identical cameras.
To set up the shot, plan out the camera movement you want when time is frozen. Maybe plot the movement of the camera on the floor with chalk. Then place your tripods side by side along the line. The less space between them, the better the shot works. Use a spirit level to make sure each tripod is at exactly the same hight, then mount the cameras on. Set their focal lengths to identical, then place a thin object (maybe a light stand) where your action is going to happen. Use this to focus each camera, and if you turn on the centre markers on your viewfinders, you can centre the action. Try to make it pixel perfect. Then go round each camera and make sure all settings, including exposure etc are identical. By the end of setting up, you should have a trail of cameras, each one with the image almost identical but the angle changed a fraction.
When you're ready to shoot, start them all recording and use a clapperboard to sync them up. Call action then when the shot's done, shut down each camera. You can then place them in your editing software layered so they are all on top of each other with the snap of the clapperboard lined up. I recommend you layer them with the footage from the start of the motion on top, then going down to the ending footage at the bottom. You can they play it through and find the frame you want to freeze. When you get to that point, cut the footage from your starting camera and move it onto the next camera, then one frame later move onto the next... and so on. You may want to apply a stabilising effect to the resulting video.
The more cameras you have, the longer and smoother the effect will be.
