Whenever motion is involved, either physically or metaphorically, English, like its sister Germanic languages is usually most concerned to indicate its direction, so one has to translate "into" English.

"In inglese", "en inglés", "em inglês", "en anglais" is good Italian, Spanish, Portuguese or French (where the notion of direction is left to be expressed by the verb), but it is not grammatical English.

I think both make sense, but if I were to choose, I'd say "The essay needs to be translated into English"

remember to put an s onto the end of need, as needs is the correct term.
