No and no, at least as far as I'm aware. But since a book typically goes live within 12 hours of being uploaded, I don't think you're losing much.
EDIT: cavsargetank - which format would that be? The Kindle supports .mobi and .azw (Amazon's own formats), PDF (which looks like crap on a small screen, unless it's formatted for it) and plain text (which doesn't allow any formatting or embedded links). The closest thing to an open format is ePub, which all the main ereaders except the Kindle support.
When you self-publish, you don't have to limit yourself to one retailer or one file format. None of the retailers require exclusive distribution.
