Why do a lot of Cycling Doping Scandals abound in US Atheletes as opposed to those from Europe, Asia or Oz?

You look at the surface scratch of cycling scandal. The fact is that USriders account for a very small number of the pro riders. Of the TOTAL number of riders busted they represent only a correspondingly small number of those busted for PEDs. Last year "Bicycling" magazine had an article that showed the major peloton riders over the past decade who had been busted. In total, the USA was under represented. While the lines must be re-drawn after the recent disclosures.., The USA has neither a moral high ground or over represented number. The problem has been across all teams and all nationalities.

I think you can divide American cycling into the era before Eddie Borysewicz and the era after Borysewicz. It was Eddie that brought East block doping technology with him and used it to help give the US cycling team nine medals in the 1984 Olymics. Doping was admitted by several on that time, Doping was not banned until 1985.

Here is what Eddie has to say about Lance in the NYTimes

"He claimed Lance Armstrong as his discovery and not that of Armstrong's later coach, Chris Carmichael. When Carmichael said of his work at the US federation that he wished he had "five Lances," Borysewicz replied, "Why doesn't he (Chris Carmichael) produce Lances? That's his job. And anyway, Lance is not his product. Lance is my product"

That's right: The cyclist is a product to be produced with drugs and doping now seems to the main philosophy of US cyclists and cycling coaches.

I think you may have a point when you look at who has been actually suspended and stripped of TdF titles.

Lance, Levy and Floyd = USA

    Alberto Contador = SPAIN

    Fränk Schleck = LUX

    Bernhard Kohl = AUT

    Jan Ullrich = GER

However, many other have been found and/or admited doping and paid smaller sentences and fines. Most of them from other countries. Other teams have been kicked out of the tour in its entirety.

At the time the number of deaths atributed to EPO and excesive red cell count is over 20 cylists.

They claim that 1/3 of all the riders that stood on the podium have used drugs.

There have been plenty of cyclists from other countries who have been caught cheating. The only difference is that their transgressions barely register with the North American media.
