what age are border collies fully grown?

and how tall should they be if they were the runt of the litter

    There is no way to predict a fully adult size of any dog and anyone that does is simply guessing.

    Runts sometimes catch up and sometimes don't you will know when the dog is at least 18 months old which is when normal height stops in medium size dogs.

    Read the standard for the Border Collie which will tell you lots more about the breed;

    Dogs generally stop growing at age one but some breeds tend to continue to grow a little more. Like the AmStaff. Thier chest continues to grow wider. All growing will stop around 2 years.
