How do I get rid of "Dingo Deals" that keeps popping up?

I keep getting this thing called "Dingo Deals" that causes these little pop ups every time I'm online shopping for something or just mousing over any link that refers to a product of any sort? I am trying to listen to samples of music on Amazon and I can't because this thing keeps popping up. Does...

OMG! I just got this pesky program on my computer and it's horrible! In fact, I made a small research on it and it seems that it can be used for tracking you.. Gonna remove it no matter what
