Which type of boat can carry more cargo?
Broad boats or boats with high sides?

If you mean which shape can bear the most load, it is a box. Because it has a block coefficient of one and therefore displaces the maximum possible volume of fluid of any shape, when immersed.
It is therefore the most buoyant shape. (The more buoyant you want a vessel to be, the more fluid you must make it displace - lift up - when immersed).
This is why crane barges etc., are box-shaped.
The beam and freeboard you refer to ('broad boats or boats with high sides') both provide stability (lateral and initial); not load-bearing.
Load bearing ('carry more cargo') is a function of volume. And the most voluminous shape is a box.

that all depends. it's too vague a question!
