    Tricky question D is the pat answer as long as you disregard certain facts.

    B.the Thirteenth Amendment may be the most technically correct.

    The Emancipation proclamation did not affect some northern states immediately.

    MO, KY, MD and DE were all omitted in the Emancipation Proclamation.

    It could be those 4 states may have had other provisions similar to the EP before the advent of the 13th amendment. I would have to research to be sure.

    officially and finally, the 13th Amendment.

    The Eman. Proc. did encourage many slaves to run away from their masters, and gave Union commanders more authority to free slaves in the rebellious states, although Union armies had been freeing slaves, known as "contraband of war," from earlier in the conflict.
