16x^2 + 16y^2 - 8x - 32y = 127

    16x^2 + 16y^2 - 8x - 32y = 127

    need to put in this form:

    (x-h)^2+(y-k)^2=r^2

    complete the square for x and y terms:

    16x^2-8x+16y^2-32y=127

    16(x^2-(1/2)x+1/16) + 16(y^2-2y+1) =127+1+16

    16(x-(1/4))^2 + 16(y-1)^2 = 144

    divide all terms by 16:

    (x-(1/4))^2 + (y-1)^2 = 9

    center = (1/4, 1)

    radius = 3
