My car won't accelerate?

I started my car up this morning and it was making like a chugging noise. I backed down my driveway, started going down the road when my car wouldn't go over like 40 mph at best. The RPMs would go as high as I wanted them to but the actual mph wouldn't go over 40. What is wrong with my car and does anyone know how much it would take to fix it?

Update:

It's a 1999 Ford Taurus, and no the check engine light is not on.

    your transmission is about to go out the taurus are well known for transmission problem if i were you though check the transmission fluid if i were i would ask you question on the

    For 1 what kind of car is this and make and modal, and is the ck engine light on , it sounds like the cat might be stoped up , but it could be a lot of things , need more info.
