ma belle amie --> my lovely/sexy/beautiful (female) friend
mon bel ami --> more commonly used to mean "my good friend" in which case it can be both literally or sarcastically -- in this context 'bel' is not generally used to denote beauty
In older (renaissance, late mediaeval) French literature/speech "une belle amie" meant a girlfriend in the sense of a young woman a man might be betrothed to. In certain contexts it could also mean a (female) friend-with-benefits, or a good-time-girl (not a prostitute, but a woman who wasn't averse to enjoying herself with a man)

Its "ma belle amie" if youre talking about a girl
and "mon beau ami" if youre talking about a boy.
