Are drivers allowed to use gps on their phone?

An answer regarding California law would be best.

You can have the phone switched on and giving you directions but you shouldn't be changing the destination or interacting with it at all while driving.

The exact legal status of using a phone running GPS navigation software while driving is irrelevant, if a cop sees you fiddling with a phone while driving he's going to give you a ticket for distracted driving.
