The politicians that were a part of the urban political machines would target new immigrants to gain their support. They would help them learn English, introduce them to fellow immigrants from their mother country, give them a place to stay, and job connections to build a repertoire with them. Sometimes the politicians would ask them to vote for certain issues or for them. The idea was that when it came time to vote the immigrants would think back to their generosity and vote for them. It was essentially all prearranged.

Many of the immigrants were met by politicians' staffs and promised certain things as they got off the boat. Who ever met them, that's who they voted for.
