I can't figure out how to do this effect in photoshop...?

I have to sort of remake this for an art class and I can't seem to figure out the radiating light - I have the tan-colored actual beams, but how would I do the halftone effect over them? Totally stuck. I'm using Photoshop CS6 on Windows. Please help.

    That is an illustration.

    To tell you the truth, it looks like line art made in Adobe Illustrator - NOT Photoshop.

    Although it would be possible in Photoshop certainly, it's not the best software for that type of work.

    In a greyscale file, make a radial gradation with a light tone in the middle going out to a dark. Then run the halftone filter over it. Import it into your coloured file and then add a colorise layer to it.
