Create the site first, always. That way you won't run down your time for your domain (as they charge monthly, or yearly, what ever you want). And you will need to buy hosting as well, you can't just have a domain name and go on that alone. You can find a billion free templates from google, just type in Free Web Templates. But you will need a good editor to edit the information in there. That costs a lot of money. I use Dreamweaver cs5 but I like cs2 more. You get to know what you are doing as you keep working at it, and you can always find forums for specific problems. I am a web designer and I only charge $400 per site, no matter the content. However other professionals charge upward of $800, so if you'd like a hand in creating let me know.
