Yes, you are right, "bumbler" doesn't have the meaning of "stupid". However, in Chinese mentality, when a person who cannot do thing well, we like to title it as "stupid".

one more thing; people who are skillful writing in English, they know each word meaning precisely. Like in The Economics article, it didn't use incompetence, but bumbler. Even though bumbler has "because of incompetence" in its definition.
