Why are women in the Military more likely to be raped and harassed by fellow service members?

Than those in the "general" population? In fact female US service members have more to fear from male counterparts than from terrorists...

Is this symptomatic of a lack of leadership and a disregard for women from the top, down?

Because we break people down to be military pawns. An unfortunate side effect of attempting to remove any and all conscience and self-thinking from the individual leads to regression. Teaching them to be aggressive with a lowered moral standard... you're asking for trouble, both while deployed, and when our troops do come home. It's a sad situation all around.
