There is no way you can do that.
In all cases, the school (as well as financial aids) will use a series of questions to determine your dependency status.
As soon as you are dependent to your parents, your residency status will be determined by your parents.
Since there is no way to get you dependent, so there is no way to get your in-state tuition.
(In some funny cases, the community college may accidentally identify a student as in-state. But it will be corrected as soon as the student transfers.)
